I think I have finally won this battle.
The last time I declined the update I was informed the free offer was expiring and closing the window would stop further offers.
It has not popped up again since.

lol it stopped on July 29th!
Iām not on windows fairly often.
By default I am booting into Arch which has never once asked me to install windows 10.
